Data management plans are often required by federal agencies or private foundations. The plans detail how you will preserve data and make it available for public access. Federal agencies and private foundations may require that you submit a data management plan after you are awarded a grant. 

Harvard Library's Data Management Research Guide includes a DMPTool that guides you through developing a data management plan for many of the major federal agencies. The guide also has sample Harvard data management plans.
